The Counter Intelligence Corps officer who accompanied Maj. Marcel to the Foster ranch in July 1947. In a signed sworn statement to Air Force investigators in 1994 he described the debris he saw — foil-like material, sticks, and rubber — as consistent with a balloon-borne device, and said he saw nothing he regarded as unusual.
