Jesse Marcel
Collected the 1947 Foster-ranch debris as the base intelligence officer and flew it to Eighth Air Force headquarters.
Recovered debris from the Foster ranch in July 1947 as Roswell Army Air Field's intelligence officer. In interviews from 1978 onward he said the material he handled was unlike any weather balloon he knew — the recollection that revived the case; later official reports attribute the debris to a classified balloon train.
